Electric vehicles must be insured with motor liability insurance

The amended Motor Liability Insurance Act will enter into force on 1 June 2024. As a result of the change, all electric vehicles that weigh more than 25 kilograms or have a top speed of more than 25 kilometres per hour must be insured with separate motor liability insurance. Electric vehicles include mobility scooters, electric mopeds and cruisers, and electric cars intended for underage drivers. 

An electric vehicle's motor liability insurance covers the user's bodily injuries and damage suffered by innocent third parties. If an electric vehicle does not have motor liability insurance, it cannot be used in traffic. Operating an uninsured vehicle can result in a fine, among other consequences. If you have an accident with an uninsured vehicle, you will not receive compensation for any injuries you suffer. 

Comprehensive motor vehicle insurance in addition to motor liability insurance 

After the amended Motor Liability Insurance Act enters into force, electric vehicles that must be insured with motor liability insurance are no longer covered by Pohjola Home Insurance. For example, if you wish to prepare for theft losses, we recommend that you insure the electric vehicle with voluntary comprehensive motor vehicle insurance in addition to motor liability insurance. Medium Motor Insurance covers losses caused by theft and fire, as well as legal expenses. Maxi Motor Insurance includes coverage for these, as well as for collision damage. 

How is the price of insurance for an electric transportation device determined?

Insurance for electric personal transportation devices is always individual. Several factors affect the price, including the age of the vehicle user, the vehicle features and the coverage of comprehensive motor vehicle insurance. The price of motor liability insurance for an electric personal transportation device is 130 to 320 euros a year, and the price of comprehensive motor vehicle insurance is 55 to 330 euros a year.

Do I need separate motor liability insurance for an electric scooter?

The insurance requirement does not apply to most electric scooter models sold to consumers in Finland. If your electric scooter weighs less than 25 kilograms and has a top speed of less than 25 kilometres per hour, you do not need motor liability insurance for the scooter. However, we recommend preparing for potential injuries with accident insurance and for theft with home insurance. In the event of serious injuries, we also recommend disability insurance and living allowance insurance to protect against a loss of earnings.

Rental electric scooters

From now on, electric scooter rental providers must insure their rental electric scooters with motor liability insurance, regardless of the weight or top speed of the scooter.

It's a good idea to look after your insurance cover when using rental electric scooters. The law defines a non-standard scope of coverage for rental electric scooters, which means that the motor liability insurance of a rental electric scooter only covers the user's medical treatment expenses to the extent stated in the Motor Liability Insurance Act. You can insure yourself against permanent incapacity for work with voluntary living allowance and disability insurance. 

Do I need to insure an electric bicycle with motor liability insurance?

The requirement to take out motor liability insurance does not apply to electric-assisted bicycles  
that also require the user to operate the pedals to move  
in which the motor assistance switches off at speeds of 25 kph and over  
in which the maximum permitted power of the motor is 250 W.   
  
The above types of electric-assisted bicycles are exempt from the motor liability insurance requirement, regardless of the bicycle's weight. You can insure these types of bicycles with our home insurance.   
   
For all other types of electric bicycle, the insurance requirement is determined in the same manner as with other electric vehicles. This means that the vehicle must be insured if it weighs more than 25 kg or has a motor-assisted top speed of more than 25 kph.
