Electric personal transportation devices must be insured from 1 June 2024

Does your household have a fully electric bicycle, children's electric quad bike or electric scooter? In future, statutory motor liability insurance may be required for these and many other vehicles.

Motor liability insurance will be required for all electric personal transportation devices, with a maximum design speed of over 25 km/h or a net weight of more than 25 kg. 

Examples of electric personal transportation devices referred to in the law include fully electric bicycles, light automatic product delivery devices, electric scooters and electric mopeds. In addition, insurance will be required for devices such as light mini quad bikes and mini dirt bikes intended for use by children. Furthermore, motor liability insurance will be mandatory for all electric rental scooters, regardless of weight.

Electric bicycles

The requirement to take out motor liability insurance does not apply to electrically assisted bicycles that also require pedalling as a source of power, and that switch off the motor-powered assistance when the speed reaches 25 km/h. The maximum permitted power of the motor is 250 W.

An electrically assisted bicycle worth more than EUR 5,000 can be insured with Valuables Insurance. Liability losses concerning electric bicycles and light electric vehicles and personal transportation devices exempt from the registration and motor liability insurance requirement are covered by home insurance's general liability insurance.

If the accident involves an electric rental scooter, find out the name of the rental service that owns the electric scooter and follow their instructions. If the accident involves your own or someone else's personal mobility device, find out the owner and vehicle identification number if possible.

The loss may be covered by motor liability insurance, leisure-time accident insurance, an employer's statutory workers' compensation insurance, travel insurance, home insurance or comprehensive motor vehicle insurance.
